Expression Beyond Words

In celebration of the 48th National Disability Rights Week, our Deaf members proudly participated in “Expression Beyond Words”, held on July 21–22, 2026 at Tiptop Suites Inn, Dumaguete City, and organized by Roni and Rona of NORSU Research, Development and Extension Office, with the presence of PSWD Head Hillton Edrial and staff Juluis Cataylo.
During the program, Deaf participants engaged in a painting activity that celebrated creativity and culture. Their artworks reflected resilience and identity, reminding everyone that expression is not limited to spoken words.
The event also featured art workshops and collaborative discussions, showcasing the richness of sign language as a medium of culture, inclusion, and advocacy.
Foundation University Welcomes Its First Deaf Instructor

Foundation University has taken a groundbreaking step in inclusive education by welcoming its first deaf instructor. This milestone reflects the university’s commitment to accessibility, representation, and equal opportunities for all learners.
The university supports deaf students while promoting a spirit of acceptance and collaboration across the campus community. This initiative also aligns with the Filipino Sign Language Act (RA 11106), setting a powerful example for other institutions nationwide.

Highlights Town Signs in Negros Oriental
A new film by a Deaf signer showcases 25 town signs of Negros Oriental using Filipino Sign Language (FSL). The film highlights the unique signs that Deaf communities use to identify different towns, celebrating local culture and visual communication.
By presenting these 25 town signs, the film helps viewers understand how Deaf people navigate and connect with their surroundings through FSL. It also promotes awareness of Deaf culture and how place names are visually represented in daily life
This Deaf-led project emphasizes the importance of visual information and local knowledge. It strengthens recognition of FSL, preserves cultural heritage, and celebrates the contributions of Deaf communities in Negros Oriental.
